Strategy is not what fails organizations in complex institutional environments. The problem is almost always the capacity to act on it. The gap between knowing what to do and being able to do it is the central challenge for any executive team operating in Turkey, the Caucasus, and Central Asia — where institutional relationships determine what is actually possible, where regulatory and political cycles turn for reasons that have little to do with the published rules, and where the difference between a substantive relationship and a ceremonial one becomes expensive to get wrong. I have learned this gap from the inside. Twenty years across Turkey’s Ministry of Trade, Turkey’s Delegation to the EU in Brussels, the U.S. Embassy in Ankara, Mastercard’s public policy and government affairs function for Turkey and the CIS, the public policy of a research-based pharmaceutical association, and four corporate boards have given me one recurring insight: capable organizations in complex environments fail not from lack of analysis but from lack of the institutional infrastructure that would make action possible. That infrastructure has to be deliberately built — and building it is the work. My practice, CAA Advisory Services works with a small number of executive teams on exactly this problem: building the institutional conditions — the right relationships, the right positioning, the right reading of how political and regulatory environments will move before they do — that let an organization act where others only plan. If your organization is trying to understand why it cannot move in a market it has analyzed and planned for, that is the question I work on.
